[VT Washington, D.C. ] — From March 23 to 25, 2025, the United States facilitated bilateral technical-level talks with a Russian delegation in Riyadh, Saudi Arabia, following presidential-level discussions between President Donald J. Trump and President Vladimir Putin.
As a result of these discussions, the United States and Russia have reached the following understandings:
- To ensure safe navigation in the Black Sea, prevent the use of force, and prohibit the use of commercial vessels for military purposes;
- The United States will assist Russia in regaining access to global markets for agricultural and fertilizer exports, reducing maritime insurance costs, and improving access to ports and international payment systems;
- Both sides will develop mechanisms to implement the agreement between Presidents Trump and Putin to ban strikes on energy facilities in both Russia and Ukraine;
- The parties welcome third-country support for the implementation of these maritime and energy-related agreements;
- Continued efforts will be made toward establishing a lasting and durable peace.
The United States reiterated President Trump’s insistence that the killing on both sides of the Russia-Ukraine conflict must cease as a necessary step toward reaching a comprehensive peace agreement. In line with the outcomes reached in Riyadh, the United States will continue to facilitate negotiations between the two sides.
The United States expressed appreciation to Crown Prince Mohammed bin Salman for his leadership and hospitality in once again hosting these important discussions in the Kingdom of Saudi Arabia.
