President Trump Signs Executive Order Establishing Strategic Bitcoin Reserve and Digital Asset Stockpile

[VT Washington, D.C., March 6, 2025] – The President of the United States signed an executive order today establishing the “Strategic Bitcoin Reserve” and the “United States Digital Asset Stockpile” to manage the government’s holdings of Bitcoin and other digital assets.

The order highlights Bitcoin’s status as the original cryptocurrency, often referred to as “digital gold” due to its scarcity and security. The U.S. government currently holds a significant amount of Bitcoin but has not implemented policies to maximize its strategic value as a unique store of value in the global financial system. The new reserves aim to ensure orderly management of these assets.

Key provisions include:

  1. Strategic Bitcoin Reserve: The Treasury will establish an office to manage a reserve account funded by Bitcoin obtained through criminal or civil forfeiture proceedings. These assets will be maintained as U.S. reserve assets and not sold.
  2. Digital Asset Stockpile: The Treasury will also create an office to manage a reserve account for other digital assets. Strategies for responsible stewardship will be developed.
  3. Asset Acquisition Strategies: The Treasury and Commerce Departments will develop budget-neutral strategies to acquire additional Bitcoin without imposing costs on taxpayers. Other digital assets can only be acquired through forfeiture or further executive/legislative action.
  4. Asset Disposal Restrictions: Agencies are prohibited from selling or disposing of government digital assets unless for victim restitution, law enforcement, or legal requirements.
  5. Legal and Investment Evaluation: The Treasury will submit a report within 60 days evaluating the legal and investment considerations for establishing and managing the reserves.

Agencies are required to submit a full accounting of their digital asset holdings to the Treasury and the President’s Working Group on Digital Asset Markets within 30 days.
