Philadelphia Reminds Voters to Prepare for 2025 Municipal Election with Voting Guidance and Emergency Absentee Ballot Information

[VT – Philadelphia, October 20, 2025]  The Philadelphia City Commissioners’ Office is reminding all city voters to prepare for the Municipal Election on Tuesday, November 4, 2025. The office provides comprehensive guidance on voter registration, mail-in ballots, in-person voting, and emergency absentee ballots, and informs voters of their rights and reporting channels for election-related concerns.

Philadelphia Mayor Cherelle L. Parker and the City Commissioners’ Office highlighted key election date

  • Voter registration deadline: Monday, October 20, 2025, 11:59 P.M.
  • Mail-in ballot application deadline: Tuesday, October 28, 2025, 5:00 P.M.
  • Election Day: Tuesday, November 4, 2025, polls open 7:00 A.M.–8:00 P.M.

Voters can register or update their registration by:

  1. Online: Visit vote.phila.gov/register
  2. In person: City Hall, Room 142 (520 N Columbus Blvd), or one of 10 permanent Satellite Election Offices citywide
  3. By mail: Complete and mail a voter registration form to the County Board of Elections; it must be received by October 20

Mail-in ballot applications can be submitted online, in person, or by mail, with a deadline of October 28, 5:00 P.M. Ballots must be received by the County Board of Elections by 8:00 P.M. on Election Day. Voters can also use 34 secure ballot drop boxes citywide, see phila.gov/ballot-drop-off for locations.

Voters may only return their own ballots. Those unable to deliver their ballot due to illness or disability can designate an agent using the official form. In-person voters who requested a mail-in ballot must bring their full ballot packet to surrender to the Judge of Election, otherwise they may vote using a provisional ballot.

On Election Day, polling stations will feature electronic poll books and accessible voting machines. Poll workers will provide assistance as needed. Voters can locate their polling place and review accessibility information at atlas.phila.gov/voting.

Emergency absentee ballots are available for voters who experience a last-minute emergency (illness, travel, etc.) after the regular absentee ballot deadline. Voters over 65 or with permanent disabilities may request an Emergency Alternative Ballot if their polling location is not fully accessible. Applications and ballots must be submitted by 8:00 P.M. on Election Day to City Hall, Room 142. Agent pickup is allowed only for voters who are ill or physically disabled, using the official Emergency Designation of Agent Form.

Voter rights include protection against discrimination based on race, ethnicity, national origin, or language minority status. Voting rights may only be challenged if a poll worker, poll watcher, or another voter disputes eligibility. Intimidation, coercion, or interference in voting is illegal.
