Philadelphia Launches “One Philly SNAP Support Program” to Help Residents Cope with Federal Benefit Disruption

[VT – Philadelphia, November 3, 2025] — In response to the lapse in federal Supplemental Nutrition Assistance Program (SNAP) benefits and the ongoing federal government shutdown, the City of Philadelphia has launched the One Philly SNAP Support Program to assist local residents in meeting essential living needs. The initiative provides food access, emergency rental assistance, emergency income replacement, and temporary payment deferral options for affected Philadelphians.

Philadelphia Mayor Cherelle Parker stated that the program aims to “ensure all Philadelphia residents—especially families facing food insecurity—receive the necessary support during the federal funding lapse.” She emphasized that the city is working closely with community organizations to guarantee transparency, efficiency, and rapid resource deployment.

According to the Philadelphia Department of Public Health (PDPH), in partnership with the Reinvestment Fund, a total of $2 million will be distributed to individuals and community organizations to provide healthy, high-quality, and culturally appropriate free food to residents experiencing food insecurity. Grant amounts will range from $5,000 to $50,000.

The grant application was released on November 3, 2025, with a submission deadline of 5:00 p.m. on November 5, 2025. Applications submitted after this date may still be considered on a rolling basis, depending on fund availability. Applicants must complete all required questions and, once awarded, must submit weekly reports to the Health Department including:

  • Number of food distribution sites
  • Number of individuals or families served at each site
  • Types and quantities of food purchased and distributed

The PDPH encourages awardees to distribute food as frequently as possible—preferably weekly or daily—and to allocate the majority of funds directly to food purchases.

Pennsylvania Governor Josh Shapiro expressed his support for the city’s initiative, stating that the state government “will continue to work alongside Philadelphia to ensure residents’ essential needs are met during this period.”

The City of Philadelphia encourages all eligible residents and community organizations to apply promptly for funding through the One Philly SNAP Support Program to help strengthen community resilience during this challenging time.
