Lily Qi: Maryland’s First Chinese-American State Delegate
Lily Qi represents Maryland’s 15th legislative district, making history as the first Chinese-born state legislator. After immigrating to the U.S. in 1989, she studied at Manchester University in Indiana before settling in Montgomery County, Maryland. With a career spanning education, public service, and nonprofit economic development, she served as Assistant Chief Administrative Officer for economic and workforce affairs in Montgomery County.
Inspired by Hillary Clinton’s 2016 campaign, Qi launched her own candidacy in 2017 to succeed Delegate Aruna Miller, now Maryland’s Lieutenant Governor. Qi’s 2018 campaign notably mobilized the local Chinese-American community through WeChat, helping her secure 23.6% of the vote in the general election. Since being sworn in on January 9, 2019, she has championed economic, educational, and housing reforms and serves as Deputy Majority Whip. During the COVID-19 pandemic, she coordinated a major PPE donation from Xi’an, Maryland’s sister city in China, underscoring her commitment to international community support.
