FEMA Expands Nonprofit Security Grant Program with $210 Million Supplemental to Support At-Risk Organizations

[VT – Washington, D.C.] July 23, 2025 — The Federal Emergency Management Agency (FEMA) has made $210 million in additional funding available through the Nonprofit Security Grant Program – National Security Supplemental, aimed at bolstering the safety and preparedness of nonprofit organizations facing heightened risk of terrorist or extremist attacks.

The funds come from the remaining appropriations under the Israel Security Supplemental Appropriations Act, 2024, and are evenly split between urban area subrecipients and state-level applicants, with $105 million allocated to each.

For the first time, the NSGP-NSS expands eligibility to include consortia of nonprofit organizations, signaling a shift toward broader coordination in nonprofit security planning. Eligible entities include houses of worship, schools, community centers, museums, shelters, medical facilities, and other nonprofits considered high-risk.

In total, FEMA is administering $454.5 million in NSGP funding for fiscal year 2024, including $180 million from the supplemental. This follows a consistent year-over-year increase in funding: $305 million in FY 2023 and $250.15 million in FY 2022.

The funding supports physical and cybersecurity enhancements, including target hardening measures like reinforced doors, surveillance systems, access controls, and training programs. The goal is to integrate nonprofit readiness into broader state and local emergency preparedness strategies.

In Pennsylvania, officials are preparing applicants for future opportunities. A webinar on July 30, 2025, will guide nonprofits through the NSGP application process, helping them better position themselves for the next round of funding.

Though the current application period for NSGP-NSS has closed, FEMA plans to announce awards in March 2025. Nonprofits are encouraged to stay informed and prepare in advance for future funding cycles.
