[VT New York, NY March 4, 2025] Committee of 100, a non – profit membership organization consisting of prominent Chinese – Americans, has released the latest data from its Alien Land Laws research project. Launched in 2021, this project focuses on tracking legislative developments at both national and state levels in the US that aim to restrict property ownership by foreign governments, businesses, and individuals.
The data indicates that state governments and the US Congress have been continuously working on measures to limit the property – owning capabilities of foreign entities in the country. As of March 4, 28 states are currently considering 82 bills with various degrees of property – ownership restrictions. The US Congress is reviewing 1 such bill. Moreover, 22 states have passed 38 bills restricting property ownership by entities from specific countries, 17 of which took effect in 2024.
Since 2021, 42 states have introduced 323 bills restricting property ownership by foreign entities, and the US Congress has introduced 38. Among these 361 bills, 236 (65%) contain provisions that prohibit Chinese citizens from owning certain forms of property, with 18 specifically targeting China and Chinese citizens regarding property – owning rights. Among the 38 bills that have been enacted, Florida’s SB 264 in 2023 specifically targets Chinese citizens, banning non – permanent residents from owning any form of property in the state.
In addition, Committee of 100 has launched an interactive mapping tool that displays the legislative activities of states and Congress regarding restrictions on property ownership by foreign citizens, businesses, and governments. Clicking on relevant parts provides detailed legislative information.
Notably, Committee of 100 and APA Justic will host the second installment of the Alien Land Law discussion series at 4:00 pm ET on March 4. The event, titled “Fair Housing Rights & Alien Land Laws: Challenges and Advocacy for the Asian American Community,” will see Hope Atuel, Executive Director of the Asian Real Estate Association of America, and Scott Chang, Senior Counsel of The National Fair Housing Alliance, participating as panelists. John Trasvina, former HUD Assistant Secretary for Fair Housing & Equal Opportunity during the Obama Administration, will serve as the moderator.
