WASHINGTON, D.C. – In a rare Oval Office address on Thursday night, President Joe Biden emphasized the importance of American leadership in maintaining global stability. He argued that the United States must deepen its support for Ukraine and Israel, even as they grapple with vastly different and unpredictable conflicts.
President Biden acknowledged that these conflicts may seem distant to many Americans but stressed that they are essential for U.S. national security interests. He announced his intention to request billions of dollars in military assistance for both nations from Congress, highlighting the consequences of not holding aggressors and terrorists accountable.
“History has taught us when terrorists don’t pay a price for their terror, when dictators don’t pay a price for their aggression, they cause more chaos and death and more destruction,” Biden stated. “They keep going, and the cost and threat to America and the world keep rising.”
The President’s proposal, expected to be submitted to Congress on Friday, includes a comprehensive package totaling $105 billion, with significant allocations for Ukraine and Israel. Specifically, $60 billion would be designated for Ukraine to replenish U.S. weapons stockpiles provided earlier, and $14 billion for Israel. Additionally, $10 billion would be allocated for humanitarian efforts, $14 billion for managing the U.S.-Mexico border and combating fentanyl trafficking, and $7 billion for the Indo-Pacific region, including support for Taiwan.
Biden argued that this funding serves as a “smart investment” that will enhance American security for generations. He aimed to create a coalition for congressional approval by addressing various issues in one piece of legislation.
The President’s address came after his recent visit to Israel, where he expressed solidarity with the nation following the October 7 attack by Hamas. He also emphasized the need for increased humanitarian assistance to Palestinians.
While acknowledging Israel’s response in the Gaza Strip, President Biden expressed concern over civilian casualties, underscoring the importance of both Israelis and Palestinians living in safety, dignity, and peace. He also addressed the rising antisemitism and Islamophobia in the United States.
As President Biden seeks a second term and with the economy a focal point of his campaign, he highlighted that the proposed spending would generate jobs for American workers, referencing missile production in Arizona and artillery shell manufacturing in Pennsylvania, Ohio, and Texas.
However, the President faces challenges in securing the funding, as political tensions persist in the House of Representatives, and there is resistance from conservative Republicans regarding assistance for Ukraine and critics of U.S. policy on Israel within his administration. Josh Paul, a State Department official overseeing foreign arms sales, resigned due to disagreements over weapons transfers to Israel.
President Biden’s address from the Oval Office aimed to capture the nation’s attention during a moment of crisis, showcasing the gravity of the situation and the need for decisive action.
The Democratic Senate plans to swiftly consider the President’s funding proposal, hoping to pressure the Republican-controlled House to resolve its leadership issues and engage in legislative discussions. However, there are differences of opinion within the Senate, particularly concerning the combination of aid for Ukraine and Israel in a single piece of legislation.
Despite these challenges, President Biden’s call for increased support for Ukraine and Israel reflects his administration’s commitment to an expansive view of U.S. global obligations and the belief that American leadership plays a pivotal role in maintaining international stability.
